About the Division of Criminal Justice Services<\/h3>\n

The Division of Criminal Justice Services supports all facets of the state\u2019s criminal justice system. The agency provides direct training to law enforcement and other criminal justice professionals; oversees a law enforcement accreditation program; ensures Breathalyzer and speed enforcement equipment used by local law enforcement operate correctly; manages criminal justice grant funds; analyzes statewide crime and program data; provides research support; oversees county probation departments and alternatives to incarceration programs; and coordinates juvenile justice policy.<\/p>\n

The agency also maintains criminal history records and fingerprint files and performs background checks for employment and licensure. The agency also administers the state\u2019s Sex Offender Registry; the Missing Persons Clearinghouse; the state’s DNA Databank in cooperation with the New York State Police Forensic Investigation Center; and provides staff support to independently appointed commissions and councils, including the New York State Commission on Forensic Science, which monitors and accredits the state\u2019s forensic laboratories.<\/p>\n

Rossana Rosado, Commissioner<\/em>
\nShe\/Her\/Hers<\/p>\n

Rossana Rosado<\/a>\u00a0is the 13th individual \u2013 the first Latina, second person of color and only the third woman \u2013 to lead the Division of Criminal Justice Service since its creation in 1972. Prior to joining the agency in November 2021, she served as New York\u2019s Secretary of State for nearly six years. Commissioner Rosado\u2019s state service follows a 30-year career as a media executive and award-winning producer, which included serving as the first female Editor and Publisher of El Diario La Prensa, the largest Spanish-language newspaper in the country. Her transition to DCJS culminates her personal and professional passions and presents an opportunity to deepen the impact that the agency has on the criminal justice system to ensure that it works fairly, equitably, and efficiently for all New Yorkers.<\/p>\n

Joseph J. Popcun, Executive Deputy Commissioner<\/em>
\nHe\/Him\/His<\/p>\n

Joseph J. (Joe) Popcun serves as Executive Deputy Commissioner, which is the number two position at the agency. Prior to joining the DCJS, he served as Director of Policy and Practice at the\u00a0Rockefeller Institute of Government<\/a>\u00a0and Executive Director of the\u00a0Regional Gun Violence Research Consortium<\/a>. At the same time, in partnership with the Department of State, Popcun was the Executive Director of the New York State Council on Community Re-Entry and Reintegration. During 2020 and 2021, he advised the New York Governor’s COVID-19 response and recovery operations. Popcun also has served as Deputy Commissioner for Policy and Planning at DCJS, as well as Assistant Secretary and Policy Advisor for Public Safety in the New York State Governor’s Office. He joined state service in 2013 as an Excelsior Fellow in the Governor’s Office. He lives in Albany with his wife and their three children.<\/p>\n

Adam Dean, Deputy Commissioner of Operations and Innovation<\/em><\/p>\n

Adam Dean serves as the agency\u2019s Deputy Commissioner of Operations and Innovation. In this role, he oversees the state\u2019s Computerized Criminal History Repository and related data systems; provides agency direction for technology improvements and operational efficiencies; ensures program and system integration of new laws and policies impacting the dissemination of criminal history records; and leads partnership opportunities with other federal, state, and local agencies in the sharing of criminal justice records. Dean joined DCJS in 2004 and has been engaged at the national level with criminal justice data sharing policy since 2012. He lives in Clifton Park with his with wife and their two sons.<\/p>\n

Dean J. DeFruscio, Deputy Commissioner for Policy and Planning<\/em>
\nHe\/Him\/His<\/p>\n

Dean J. DeFruscio is the agency\u2019s Deputy Commissioner for Policy and Planning. He joined DCJS in 2020 and in this role, he oversees the agency\u2019s financial, audit and grant functions; leads strategic, organizational and change management planning processes; directs state and federal budgeting and accounting functions, and ensures compliance with state laws, policies, regulations and protocols in partnership with the agency\u2019s counsel and chief risk officer. DeFruscio has more than 30 years of experience in budget monitoring, financial analysis and auditing, having previously worked at the\u00a0New York State Division of the Budget<\/a>, the\u00a0Capital District Transportation Authority<\/a>\u00a0and several local banks. He lives in Loudonville with his husband and two children.<\/p>\n

Colleen M. Glavin, Esq., Counsel and Deputy Commissioner<\/em>
\nShe\/Her\/Hers<\/p>\n

Colleen M. Glavin serves as the agency\u2019s Counsel and Deputy Commissioner for the Office of Legal Services. She joined DCJS in June 2021 after working as Higher Education Investigative Counsel for the\u00a0State University of New York System Administration<\/a>\u00a0for three years. Glavin has extensive legislative and criminal justice system experience. As Senior Counsel and Assistant Floor Counsel with the New York State Senate, she handled negotiations and constituent and advocate meetings for several significant legislative changes, including Raise the Age, state workplace sexual harassment policy, and child sex abuse statute of limitations. Glavin also served as a prosecutor with the\u00a0New York State Attorney General\u2019s Office<\/a>, and District Attorneys\u2019 offices in Rensselaer and St. Lawrence counties. She lives in Brunswick with her husband and son.<\/p>\n

Annette M. Harris, Deputy Commissioner for Administration and Staffing<\/em>
\nShe\/Her\/Hers<\/p>\n

Annette M. Harris joined DCJS in 2022 as the agency\u2019s Deputy Commissioner for Administration and Staffing. In this role, she directs the activities of Human Resources Management and the administrative support activities. For more than 20 years, she worked in the private sector, combining her skills as a paralegal and licensed real estate salesperson. Harris began her 16-year career in New York State government with the Environmental Facilities Corporation upon her appointment as Secretary to the Corporation, the senior corporate officer responsible for sustaining the governance framework of the corporation. She was later appointed as the Secretary of State\u2019s Chief of Staff at the Department of State before transitioning to the role of Chief Administrative Officer within that agency. Harris has extensive experience in administrative operations, business and strategic planning and operations management.<\/p>\n

Janine Kava, Senior Advisor for Strategic Communications and Engagement<\/em>
\nShe\/Her\/Hers<\/p>\n

Janine Kava serves as Senior Advisor for Strategic Communications and Engagement for DCJS and its two hosted agencies, the state Office of Victim Services, and the state Commission of Correction. In this role, she serves as chief spokeswoman, and oversees media and public relations, crisis and strategic communications, social media, websites, publications, and internal communications, among other responsibilities. Prior to this position, she had served as the agency\u2019s director of public information since 2012. Kava joined DCJS in 2007 as deputy director of public information after serving as director of communications and marketing at Hudson Valley Community College in Troy. She also has experience in healthcare marketing and public relations, and worked as a journalist in New York, Massachusetts and New Jersey for more than a decade. She is a graduate of Boston University.<\/p>\n
